Rebuild Illinois Capital Grants

The Illinois Arts Council Agency’s (IACA) Rebuild Illinois Capital Grants are cultural capital funds included in the Illinois House Bill of 2019. IACA was granted spending authority for the funds in 2022.

37 predetermined cultural not-for-profit entities were specified by the Governor’s bipartisan Rebuild Illinois to be funded. The funds are predetermined, line-item awards specified in House Bill 0900, Article 161 for permanent capital improvements.

Eligibility Requirements

• Applicants must be specified in House Bill 0900, Article 161.
• Applicants must be pre-qualified in the Illinois Grant Accountability and Transparency Act (GATA) (see below for details). GATA pre-qualification certifies that applicants are tax exempt (501c3) organizations registered as not-for-profit corporations in good standing with the Illinois Secretary of State, or units of government (i.e., school, school district, park district, library district), or institutions of higher education.
• Applicants must submit all required application materials by the deadline.

Illinois Grant Accountability and Transparency Act 

• Before submitting an application through the Illinois Arts Council Agency’s grants management system, applicants must first complete a validation process through the State of Illinois’s Grantee Portal to obtain a pre-qualification status. The IACA will not be able to consider an application for funding until the applicant has completed this step.
• Pre-qualification through the Grantee Portal is required for all organizations, units of government, and schools and school-affiliate organizations applying for grant funding from the IACA.
• To obtain a pre-qualification status, go to the Grantee Portal (https://grants.illinois.gov/portal).
• Refer to the Grant Accountability and Transparency Act/GATA page on the IACA website for specific details.
